This is a Funko Popsies featuring the famous (or infamous?) character Pennywise from Stephen King's "IT"
This is from Funko's S1-Q3 2021 series, and has since been retired. This vinyl figurine features a button on the base that when you press it, out pops a speech balloon from the figurine's head that reads "DO YOU WANT A BALLOON?"
Item is brand new in its original packaging. The card shows some signs of light shelf wear including slightly bent corner and edge wear. The plastic blister is in great condition with no cracks or dents.
