This document is a historical World War II-era holiday flyer issued by the United States War Department's Office of Dependency Benefits (ODB). This slip was a greeting insert sent alongside monthly family allowance checks to military dependents and their families. The Office of Dependency Benefits was created during World War II to process and mail millions of support checks to servicemen’s families.
The address listed—213 Washington Street, Newark, N.J. was the newly completed Prudential Building. The federal government took over the entire 18-story building from 1942 to 1946 to house the ODB's massive clerical operations, which ran around the clock. The signature belongs to Brigadier General Harold N. Gilbert, who served as the Director of the ODB throughout the war. General Gilbert was a notable military administrator who also famously coined the wartime recruitment slogan, "Keep 'em Flying". The illustration shows three cartoon American soldiers in combat helmets enthusiastically singing from a booklet titled "carols" against a festive background of holly borders.
The reverse side of the notice details changes to the Servicemen's Dependents Allowance Act. It announces increased rates for soldiers' children, dependent parents, brothers, and sisters. The document instructs recipients not to write the office regarding these changes, as the adjustments would be automatic.

This is a vintage military document, specifically a handwritten note addressed to the "Cook in Charge" regarding a soldier, my great uncle Joe Dellinger. The note requests that he is provided late supper, as he missed mess call due to an "important errand" at Camp Meade. It is signed by a Battalion Sergeant Major R.H.
