President Rutherford Birchard Hayes brought post-Civil War Reconstruction to an end in the South and tried to establish new standards of official integrity after eight years of corruption in Washington, D.C. He was the only President to hold office by decision of an extraordinary commission of members of Congress and Supreme Court Justices, appointed to rule on 20 contested electoral ballots,voting along strictparty lines on March 2, 1877, to give Republican Ohio Governor Hayes all 20 contested votes and the presidency, giving Hayes 185 electoral votes, defeating Democratic New York Governor Samuel J. Tilden, whowon the popular vote 51% to 48%, with184 electoral votes.

In the 1850s, Democrat John W. Wright had joined the new and growing Republican party which quickly came to dominate Indiana politics and, in 1859, was elected to a state judgeship. He was a leading member of the Indiana delegation to the Republican National Convention of 1860, backing Lincoln. John W. Wright was appointed a Judge of the U.S. Court of Appeals by President Lincoln. Federal Judge Wright retired in 1883.

On April 3, 1880, Federal Judge John W. Wright was convicted at trial of having assaulted Columbus Delano, Grant's former Secretary of the Interior, on a Washington, D.C. street corner on October 12, 1877. Wright, who had been an Indian Agent in the Interior Department while Delano was Secretary, had been convicted of fraud and blamed Delano.

On the day of the assault, Delano was in the company of Walter H. Smith, formerly Solicitor of the Department of the Interior; Judge Wright was accused of provoking a fight by questioning Delano's honesty as Secretary of the Interior and then striking Delano with his walking stick.

Judge Wright claimed that Delano had been verbally harassing him and that he then felt compelled to defend himself. Delano did not sustain serious injuries; Wright's defense was weakened by witness testimony that after the assault, he claimed credit for it, and stated that he would have continued if passers-by had not intervened. Judge Wright was sentenced to 30 days in jail and fined $1,000. But he remained a Federal Judge.

On April 8, 1880, President Rutherford B. Hayes signed the "affix the seal" here offered, and conditionally pardoned Judge Wright with his release from custody conditional upon the payment of the fine, hence a "conditional pardon."

I was the handwriting expert contacted in the "1775 Almanac" episode on the PBS series "HistoryDetectives" which was televised on Tuesday, September 6, 2011. I was asked to identify the writer of the notes handwritten on the pages of the almanac, notes that recorded, among other events, the Battles of Lexington, Concord, and Bunker Hill.
The unknown owner of the almanac had used it as a diary. Filmed in the Library of Congress, I compared the writing in the almanac with a signed letter handwritten in 1779. --- Herman Darvick
